John Elsesser - President
Town Manager, Coventry

John Elsesser has served as Town Manager since 1988 and has served in other CT Towns as an assistant since graduating from University of Hartford in 1982 with an MPA. He is a Credentialed Manager through ICMA. He also serves in a leadership capacity at the regional and State level, including positions as President of the Tolland County Chamber of Commerce and on the Board of Directors of COST and Chairman of the Connecticut Interlocal Risk Management Agency (CIRMA). He also serves on the State E-911 Commission and the State Emergency Response Commission. 
Leo Paul - Vice President
First Selectman, Litchfield

Leo is serving his sixth term as First Selectman of the Town of Litchfield. Before becoming the Town's chief elected official in 2003, Leo worked as Production Manager for Visual Concepts Media in Bloomfield and as Senior Project Manager for Cine-Med, Inc. in Woodbury. Prior to that, Leo served as an officer in the Air Force for more than 20 years, retiring at the rank of captain in 1995. During that time, he was active in a group called Combat Camera, which documented war and humanitarian efforts. Leo has served on COST’s Board of Directors for a number of years.

Rudolph Marconi - Secretary
First Selectman, Ridgefield

In 1989, Rudy was elected to Ridgefield’s Planning and Zoning Commission, on which he served until 1993. Ridgefield subsequently elected Rudy to its Board of Selectmen in 1993, where he served for two two-year terms. In 1997, he ran for the office of first selectman, but was narrowly defeated by Republican Abe Morelli. Between 1997 and 1999, Rudy served as the chairman of Ridgefield’s Democratic Town Committee. In 1999, he again campaigned for the office of First Selectman and won, the first Democrat to beat a Republican incumbent in the majority Republican town in half a century. Marconi is currently serving his fifth term as Ridgefield’s first selectman.
Patricia Llodra - Treasurer
First Selectman, Newtown

Pat moved to Newtown in 1970 and became involved in local issues through her active membership in the Sandy Hook PTA, the PTA Council, the St. Rose Parish Council, the League of Women Voters, and the Republican Town Committee. She was elected to a six­year term on the Board of Education in 1976. Her professional career as an educator, like her public service, was marked by achievement. Pat was selected by her peers as Connecticut's Principal of the Year in 2001. Pat later served as the Leader-in-Residence with the State Department of Education. First elected to Newtown's Legislative Council in 2005, Pat won re-election in 2007 and was elected First Selectman in 2009.
